Message from the Convenor of the Public Affairs Committee (PAC) PDF Print E-mail

On behalf of members of the Public Affairs Committee, I wish to most sincerely thank our partners USAID and Pact Kenya for the support they have extended to us in the implementation of the National Advocacy Program for Governance Reforms. Through this program, APSEA will continuously monitor, document and report on the progress being made in the pursuit of the key Agenda Four reforms. APSEA will facilitate issue-based multi-stakeholder dialogue through various forums. This will be achieved through discussion forums, both through stakeholder workshops as well as this web based platform.

In order to achieve the objectives of the program, APSEA has identified key stakeholders including political leaders, the Committee of Experts, professionals bodies among others with whom it will work with. It is expected that a working relationship will be established with these group which will then be key channels for transmitting the information, education and communications materials that will be developed.

It is expected that at the end of the two years, the program will increase the capacity of APSEA to continue to effectively advocate for other reforms in the country that will promote a just and equitable society.

It is also expected that the capacities built, networks developed, lessons learnt and experiences from this program will strengthen the position of professionals in future engagement in public affairs advocacy and will be incorporated into the regular activities of the Association after the lifespan of the program.

At the end of the Programme, It is expected that APSEA will build upon the experiences and lessons learnt from the proposed program in its participation in pre-referendum civic education where it is also designated as to play an important role and the same shall apply for the TJRC. The experience will also build on other programs planned for the future including those related to the National Cohesion and Integration Commission.

For record purposes, APSEA has been actively involved in the constitutional review process participating in the initial Limuru conferences, the Ufungamano Initiative, the Safari Park meetings, the National Constitutional Conference (NCC) in Bomas and ultimately the civic education prior to the 2005 referendum. APSEA was appointed by the Constitution of Kenya Review Commission (CKRC) as one of the 37 National Civic Education Providers (NCEPs). The Association remained positively neutral in conducting the civic education and held workshops in Nairobi, Kisumu and Mombasa. APSEA was also engaged at the Multi Sectoral Review Forum that was constituted by the Minister for Justice and Constitutional Affairs to jumpstart the constitution review process prior to the 2007 General Election.

The National Advocacy Programme for Governance project is being undertaken with support from USAID through Pact Kenya. The idea of the project was mooted after the Post Election Violence that engulfed Kenya in 2008. Certainly, the disputed 2007 General Elections and the ensuing wave of violence brought to the fore deep seated issues which had plagued the Kenyan society for many years and exposed the precarious nature of relations between the people of Kenya and the government. The unprecedented wave of violence was largely attributed to weak government institutions, unaddressed past injustices as well as the culture of impunity among other issues. Following the signing of the National Reconciliation Accord and the establishment of the Independent Review Commission (IREC) and the Commission Investigating the Post Election Violence (CIPEV), a number of key recommendations were made which, if properly implemented, will have far reaching implications in addressing the issue of structural deficiencies in the governance structure of the country as well as end the culture of impunity. Among them was the completion of the constitutional review process to reform the governance structures in the country and the establishment of the Truth, Justice and Reconciliation Commission (TJRC) to provide an avenue for dealing with the culture of impunity.
