The purpose for which the APSEA strategic plan is formulated is determined by the vision of the planner. Strategic planning therefore can be seen in terms of setting or directing the resources of the organization from its current position towards the desired end - its vision. This entails taking stock of what the organization is, what it has to be, how it has be and what it has set itself to be. The articulation and definition of the vision is perhaps the most important element in the whole strategic planning process. The vision must be realistic; it must be attainable using available or realizable resources and within the environment for which the strategy is to be implemented.

The path from the current position towards the attainment of the vision must be well articulated and defined. This is the mission; it is the stated way through which the vision will be realized.

In pursuit of the mission, it is important to state what must be achieved at every step of the way. These intermediate achievements that ultimately allow the attainment of the vision are the strategic objectives that the mission statement must facilitate. They are very important as path-marking milestones that show progress towards the vision. It is required that each objective must be specific, measurable, achievable, realistic and time-bound (SMART).
